MPEG H decoder target layouts

Description

The following two tables define the target layouts supported by the mpeghdec library. The tables are extended versions of "Table 183 - Channels definitions: Channel labels, corresponding azimuth and elevation angles, and associated sectors" and "Table 184 - Formats with corresponding number of channels and channel ordering" from ISO/IEC 23008-3:2022.
