Why?

This has been the behavior for over a year
We have production deployments that we shouldn't break
We can re-introduce site_id tie breaking as a configuration option if anyone ever needs it
We are no longer doing col_version = db_version for reasons documented in Revert "use db_version for col_version" #405, removing the need for this change
