  • Update template to use pyproject.toml for library metadata, in accordance with PEP 621.
  • Update GH actions, remove tox-gh-actions and instead check out several Python versions which is now possible.
  • Update and improve how compiled dependencies are generated.
  • Minor fixes in other places.

- Update template to use pyproject.toml for library metadata, in accordance with PEP 621.
