Finish Delegation Algorithm Script

Implementation description

• The scripts reads users and applications from the db.
• Then, the script populates the applicationdashboardtable, assigning 2 reviewers per application.
• To diversify reviewer assignments, it minimizes instances of the same pair of reviewers working together on multiple applications.

Steps to test

1. Follow the README — run the script from the application's command line (i.e. from the Docker container running the application).
2. Confirm that the applicationdashboard table is populated correctly.
