This PR addresses build problems raise with the introduction of Macs with the ARM-based M1 chip. In addition, to enabling arm-specific docker containers, this adds the ability to inject local CA certs which address problems building within the NIST firewall.
It also updates the GitHub Actions to be more efficient at building.
