Currently, we have issues reproducing convergence in balanced and unbalanced fgw.

• in the unbalance case, it seems there are numerical issues due to marginal normalization, see ott-jax/ott#519
• in the balance case, it seems like the number of iterations that are set to default are not optimal, but we need to check across problems, see #686
