To allow a non-blocking modeset to succeed, we need to wait for all pageflips to clear first.

Depends on https://gitlab.freedesktop.org/wlroots/wlroots/-/merge_requests/4863 to have any effect.
Clearing all page-flips as part of a modeset allows the above MR to switch to a non-blocking backend-wide modeset for a significant improvement in responsiveness. With this, there's no repeated keys in the used terminal when changing output configuration.
Very much experimental.
