Move build system to meson-python

  • move files to src/freesas
  • create meson.build files in all src directories
  • make wheel build
  • create developer helper functions (bootstrap)
  • make test pass (run_tests.py)
  • make doc build
  • make debian packaging
  • make CI work
  • make a new release
