This change clarifies the licensing terms of libpisp. The following changes are made: - Amend the kernel UAPI headers licensing to include the "Linux-syscall-note" clause. - Add BSD-2-Clause license and copyright information to github action scripts and source files where they were missing. - Add CC0-1.0 license and copyright information to meson.build files where they were missing. - Add a LICENSES directory to include the full text of licenses used in this project: GPL-2.0-only, GPL-2.0-or-later, Linux-syscall-note, CC0-1.0, BSD-2-Clause, MIT.
