@lizgehret, let's touch base today to wrap this up. I tested the commands locally and it all works for me - I think we just need to resolve conflicts and then it should be ready for merge. |

This PR updates the README instructions for rendering the dev docs locally, and adjusts the required packages in requirements.txt.
