Purpose
Add the rake task
rails notifications:send_tos_update[xxxx], which sends the tos_update_notification mail to all users in batches. xxxx is the id of the admin post that should be linked. The rspec-rails update is needed forhave_enqueued_mailin the spec.This needs a new
tos_updateResque queue and workers for that queue.Credit
