  1. feat: eSHE Instructor role 

    Adds the eSHE Instructor role, which inherits Course Staff permissions,
but isn't able to enroll / un-enroll students and can't assing course
team roles unless in combination with Course Staff / Instructor /
Discussion admin roles.
