Defined in Google's Protobuf the JSON format that paccor uses to transport hardware manifest information.
Also updated the HardwareManifestPlugin and paccor_scripts plugin to reflect updates for Platform Certificate 2.0.
paccor_scripts can produce data in hardware manifest JSON format according to Platform Certificate specification 1.1. It can also wrap component information into ComponentIdentifierV11Traits and produce data in a JSON format that will be used for Platform Certificate 2.0.
