Eliminating vtk4 dir required removing references to vtk4 lib in CMakeLists.txt files. Also fix method to pass CARET_BUILDID through cmake to Makefiles.
libvtk has no canonical libvtk-dev package, instead use libvtk6-dev|libvtk5-dev. libpng DOES have such a package, libpng-dev.
Change build to use 'build' dir instead of debhelper-supplied dir. Fix install and links to accomodate new build dir.

I've updated packaging (and made minor code changes/patches) to build a deb in debian/stretch.
