Fixing issue with HttpClient no releasing native stream

Description

Fixing issue with a stream not released on the native side when using HttpClient

Motivation and Context

• Closes System.Net.Http library failing to send more than 16 HTTP requests Home#1339

How Has This Been Tested?

With the sample given in the issue.
It will require deeper tests to ensure nothing is broken by the little change.
