Steps to release a new version of SIR. Similar to:

* Add update instructions if needed (to reinstall triggers or rebuild any search index);
* Add task list items to cover other (supposedly unnoticeable) changes.

Github can automatically create a tag when releasing from the UI which can simplify the workflow a bit.

Does it allow to write a tag message?

Just checked and it seems it doesn't. Github will copy the latest commit message's summary as tag message. Makes sense to retain current workflow in that case.
