Add Rucio configuration for STS.
Fixes Rucio path problem. Also increases to 20 replicas.
This reflects the fact that each bucket gets one policy which has to be the composition of all permissions, rather than having separate policies that can be overlaid.
Rename bucket policy files by bucket name.
Updates for IR2 run.
Bump ingest version.
Add playbook info to README.
Match butler repo configs to USDF.
