0.3 RC4

• increase upper bound of lag to 15s
• switch to zig 0.9.0 to build shipping binaries
• provide 3 binaries each uses different WinDivert signs

note that documents are not updated yet.

Please help testing this out and if it works we'll promote this to be 0.3
