Since the Python buildpack now supports the more widely supported `.python-version` file, and recommends it over the proprietary `runtime.txt` file. The `.python-version` file also supports specifying just the major Python version (rather than the full version), which means security updates will be automatically picked up without having to remember to bump the version.
