gb-application-tests.jar dependency may cause issues when compiling on a clean environment

gb-application-tests.jar is needed to run Jetty embedded stuff right now, but if a developer checkouts the geobatch source code on a clean environment, this dependency causes a compilation error when creating the gb-application webapp since the jar is not yet created at the WAR building time.
