We are migrating workloads off fly.io to AWS. Registry redirect is currently deployed on fly (checkout INFRASTRUCTURE.md for more details) and we want to deploy it on AWS. In this PR we are only introducing the changes necessary to publish the registry redirect image to ECR and removing the syslog logic that won't be used in that infrastructure.
Changing the deployment pipeline means we will no longer be deploying to fly.io.
