Various fixes

Problem

• On the Episodes and Sequences pages, an Artist user linked to a department cannot see all tasks columns.
• An unwanted margin on the UX of the department filter can be visible.

Solution

• Add the missing department filter on the Episodes and Sequences pages.
• Fix the style of the department combobox in its rounded variant.

In addition,

• Update Node.js versions on the matrix testing of CI.
• Improve Git usage by ignoring some commits on git-blame.
