Similar to #867, the ad.doubleclick.net/ddm/clk/ rule introduced in #726 is using t.myvisualiq.net's query string parameter, attempting to do two debounces in one step.

Instead, for doubleclick.net, we need to look in the URL path for the next hop URL. Something that's not supported until brave/brave-browser#22907 is implemented.
