Improve Beacon Control on Admin Pages

We've had to band-aid fix two Beacon conflicts, on WP Rocket and Feast's pages.

Let's DRY this out by adding a Helper function where we can have an array of admin slugs to exclude, and then use the helper function in the rest of the code.
