## Contexte | ||
|
||
Les structures d’insertion par l’activité économique accueillent des salariés éloignés de l’emploi. Une convention signée avec l’Etat leur reconnait la qualité de structure IAE. La convention définit le projet d’insertion de la structure et la manière dont il sera mené. Des annexes à la convention définissent les objectifs de la structure et le montant du soutien financier qui lui est alloué. | ||

Pour obtenir le conventionnement, elles présentent leur projet d’insertion dans un dossier en précisant les moyens humains, matériels et financiers qui y seront consacré. | ||
|
||
Ce dossier fait chaque année l’objet d’un bilan écrit, qui sert de support au dialogue de gestion. | ||
|

## Problème | ||
|
||
La gestion du conventionnement fait apparaitre un certain nombre d’irritants pour l’ensemble des acteurs de l’écosystème : | ||
|
||
- Le remplissage du dossier est fastidieux **pour les structures IAE**. Une grande partie des données ont déjà été fournie sur d’autres outils ou doivent être retransmises chaque année alors qu’elles n’ont pas varié. Il n’existe pas de trame nationale et les structures implantées sur plusieurs territoires doivent s’adapter aux spécificités de chaque département. | ||
- Les services déconcentrés de l’Etat consacrent beaucoup de temps à réceptionner et traiter les dossiers. Il leur est difficile de repérer les données pertinentes au sein du dossier. L’IGAS pointe que “L’insuffisante fluidité de la gestion administrative de l’IAE obère les capacités de pilotage stratégique des services déconcentrés” | ||
- Malgré le travail de reporting réalisé par tous les acteurs de la chaine, la DGEFP manque d’une vue globale sur les conventionnements pour piloter le dispositif | ||
## Solution | ||
|
||
Un projet de dématérialisation est en construction dans le cadre d’un partenariat étroit entre la plateforme de l’inclusion, la DGEFP et l’ASP, permettant d’associer l’agilité de la méthode beta avec la force structurante d’une administration. | ||
|
||
Le produit présenté dans cette fiche, consiste à appliquer une méthode centrée usager au projet de la DGEFP. Concrètement, il s'agit de : | ||
|
||
- Faire interagir les utilisateurs interrogés autant que faire se peut avec des projections concrètes des futurs produits (i.e. formulaire) | ||
- Tester en situation réelle la matérialisation de ses recommandations avant de les transmettre à la DGEFP | ||
|
||
|
||

||
## Stratégie | ||
Une première phase est menée sur des départements test fin 2024/début 2025. La plateforme de l’inclusion s’appuie notamment sur les emplois, site sur lequel toutes les structures IAE ont un compte. | ||
|
||
Le produit doit permettre lors de cette première phase: | ||
|
||
- d’identifier toutes les données qui peuvent être pré remplies par une autre source (ASP, les emplois, immersion facilitée…) | ||
- de tester un prototype auprès de territoire et structures volontaires avant une généralisation fin 2025. | ||
|
||
Une série d’open lab seront organisés avec les financeurs et les SIAE pour construire le projet avec eux. (identification des besoins, appui à la prise en main) | ||
|
||
|
||
**Objectifs :** | ||
- avoir 50% des SIAE présentes sur les territoires tests qui acceptent d’utiliser l’outil et 80 % d’entre elles qui déclarent gagner du temps + un gain de temps déclaré pour tous les services déconcentrés testeurs. | ||

||
- Garantir la fluidité dans l’échange de données entre les acteurs |
