Modifies the Makefile to simplify the update process at the expense of some repeated code. To update the specs you must copy the swagger files into this repo with the correct names and run "make generate" Signed-off-by: Zach Hill <[email protected]>

We publish all of the API specs in the docs with each release, so this structure could work with those documents or manual edits as needed, but gives up the automated updates etc. I'm opening this in draft for feedback and discussion on the approach itself, and am not asserting that this should be merged or is the "correct" solution in the end.
