Setup GitHub actions

[TheOrangePuff]

Adds a few different workflows:

• Run tests
• Run linting
• Publish the package(s) to npm on a release

A few other misc changes include:

• CODEOWNERS file
• Adds dependabot
• OWASP has been added but is currently unused. It doesn't quite work the way it should 😞
• Adds a LICENSE file

Still to do (in another ticket):

• Deploy the mesh to ECS when merged to main
