Description

Follow-up to #329.

This updates cryptography to v43 in the dev dependencies in the lockfile, as the previous PR only updated the non-dev section.

This shouldn't actually affect anything except for clearing out the Dependabot warnings.

Motivation and Context

Resolves GHSA-h4gh-qq45-vh27 in Dependabot.

How Has This Been Tested?

Only affects the dependency in a dev environment, deployed environment is unchanged.
