Summary of changes
As the CTA 15 and 16 labels were defined in the same place, and the airspace share the same lateral limits, I've just commented out the permanent FL105 label and expect people to use TopSky. I considered making the label part of the conditional set as you suggested on the issue @luke11brown but it isn't technically conditional, and then the two labels would always overlap unless I moved one. This seemed simpler.
