Provide better development environment and format code

This PR focuses on providing a better development environment and workflow. To aid with those, the following are implemented:

• Proper pre-commit hooks using Husky. The pre-commit hooks run a formatter and linters
• An .env.example template designed for the next semester's backend parts
• PR templates have been cleaned up so it's not asking you to test your PR on different devices
• Dependabot config should actually update the project instead of the old dead one
• Updates for README.md and CONTRIBUTING.md in order to link to the correct resources
