Update Gradle wrapper and improve compatibility checks

Upgraded Gradle distribution URL to 8.9 version and added network timeout. Enhanced JVM settings and error handling in `gradlew` and `gradlew.bat`, including improved command validation and SPDX license identifier. Added `gradle-daemon-jvm.properties` to configure daemon toolchain version.
