Patch fix to fall back to the Arc decryption key if the Inv Arc decryption key fails. Verified with unit tests and integ tests. Can be rolled back if this causes more problems.
This is unlikely to break uploads, but this code change potentially affects every app using Exporter. This is about 10 apps, which currently includes:
- cardiovascular (~2000 per day)
- biaffect (~2000 per day)
- ucsd-keywise (~800 per day)
If this fails, the change will need to be rolled back and those uploads will need to be redriven. This is potentially thousands of uploads compared to about 600 uploads total for inv-arc going back 6 months.
