To indicate that we are including a patched version of Archive-Tar-3.02 in core, we increment $VERSION in its *.pm files and in %Modules within Porting/Maintainers.pl. We're excluding t/90_symlink.t from shipping with core until such time as (a) we know whether its unit tests are for "developers" only or for general automated testing; and (b) we get a better 'skip_all' condition.
