V0.4.17

v0.4.17 (Defiant Darkness) Maintenence updates.

Maintenence updates for the general code continue.

* Fix for GMAC/VPHY clocking issues that were causing
  packet CRC errors across the switch on the SAMe70
  board.

* Fix for incorrect IRQn pinout on the SAMe70.  This
  was causing unnecessary spinning of the port monitor
  and gPTP handlers.  This appeared as a noticeable
  slowness in the overall system when gPTP and the
  port monitor were running.

* Allow 90 seconds before starting gPTP so the user
  has time to change the default mode.
