ci: switch to fortran-lang/setup-fortran #22

  • switch to fortran-lang/setup-fortran
  • bump actions versions
  • remove branch filters from push trigger in integration.yml
  • various refactoring/cleanup

Tests failing because single-precision binaries no longer included in default pymake build after modflowpy/pymake@5cd534b.

  • test_gwf_csub_zdisp01.py
  • test_gwf_npf01_75x75.py
  • test_gwf_sto01.py

To workaround, updated mf6 to skip tests if downloaded/rebuilt binaries not found MODFLOW-USGS/modflow6#1460.

Longer term, @jdhughes-usgs recommended updating these to compare with previous mf6.

* remove branch filters from push trigger in integration test workflow
* use fortran-lang/setup-fortran action in workflows
* bump actions versions in workflows
* factor out dist dir in workflows
* add requirements.txt
* add --keep argument to scripts/build_executables.py
