Catalog Upgrades

The 2.0 release brings a few significant changes

• The plugin will now generate catalog a catalog entry for a build and push it to the project's catalog repo
• The plugin will attempt to build catalog entries for branches retroactively
• Makes a call to cowpoke to upgrade the stack across all configured environments
