docs(kic): refer to kubernetes-configuration in KIC 3.4 >= docs

Description

Changes instructions for upgrading KIC CRDs switching from the ones stored in the KIC repository, to the new kong/kubernetes-configuration central repository. It also prepares the unreleased KIC 3.4 version.

Note: for upcoming KIC 3.4 this will point to not yet existing v1.0.0 kong/kubernetes-configuration tag. It will be released before KIC 3.4 and it's tracked as an explicit dependency: Kong/kubernetes-ingress-controller#6635
