This PR introduces two additional metrics to the new tracing system:
node.start.time: This metric provides the node's start time in POSIX seconds, primarily for machine use.
served.block.latest: This metric, previously available in the old tracing system but not yet ported, has now been added to the new system.
These metrics will help improve tracing functionality and ensure continuity with legacy features from the old tracing system.
