  1. Add logic for selecting a region detail 

    Also:
- Draw gene extents in region-overview
- Use an svg filter to grey out features outside of selected area
- Allow multiple transcription start sites
- On forward strand, bump genes to the top; update cursor shape over region overview
- Add inert areas outside the selection in region overview
- Fix selection of features within region detail
- Do not use long press
