Update cime directory content. Was very out of date
Update what is cime to say its mostly CCS and CCS has 3 parts.
Add more key terms and remove outdated info. Mention CCS more then CIME.
Update file lists and fix formatting for table so rows aren't so long.
Change section titles and move testing up to new "use CCS". Remove timing documentation.
Add _build directory

Update the documentation for the basic usage of CCS.
Define more key concepts. Add table for compset alias one-letter case names.
Make sure files created after create_newcase and ./case.setup match current function.
Change titles of two major sections to be about using CCS and configuring CCS.
