Update dependencies

[alexh-deeplite]

Updating dependencies to address security concerns and outdated packages

• Removed python 3.7 support since it is no longer receiving security updates
• Added python 3.10 support
• Updated travis builds to Ubuntu 20.04 since python 3.10 wasn't available on 18.04
• Updated test requirements since they were outdated and errored on python 3.10

To Do: unfreeze a few unimportant dependencies like tensorboard
