Heat budget

Ryan thinks hfds should be constructed from:

variable spatial dimensions long name, standard name (if available)
sfc_hflux_from_runoff 2 heat flux (relative to 0C) from liquid river runoff
temperature_flux_due_to_runoff_expressed_as_heat_flux_into_sea_water
sfc_hflux_coupler 2 surface heat flux coming through coupler
sfc_hflux_pme 2 heat flux (relative to 0C) from pme transfer of water across ocean surface (pme is P-E)
frazil_3d 3 ocn frazil heat flux over time step

Ahbi and Chloe indicated that hfds was constructed from:
