1.9.2 - licence change

This release provides minor tweaks to get the package compiled on current systems and to enable the transition of the source code to GitHub.

Furthermore, the licence is changed from GPL to MIT to simplify reusability of the package.

Beside from that, this release resembles version 1.9.1 released 2016, since the package is currently not under development.
