Updates needed to netCDF tools to build and process new forcing datasets (e.g., CLM5 with GSWP3 forcing).

New vertical structure of soils in CLM5 (20 layers with variable soil depth up to 8.5 m) means we'll need to modify how NetCDFTools averages temperature and moisture for CASA-CNP
