[Improvement]: VS code doesn't have a UI option to change the base image version #3683

Description

The overview page of the VS code project UI doesn't have a UI option to change the base image version. User need to manually edit the pom.xml file using the VS Code file explorer to modify the project.runtime.version property to change the base image version.
