Night Elf Rogues are not utilizing their extra garrote (for extra venomous wounds, energy return, bleed damage) with meld after Opener + Vanish in their sim rotation. They also get to Meld garrote several times depending on fight duration.
This might seem minor, but it adds a bit of DPS for the race itself when compared to other racials.
Describe the solution you'd like
Either add Shadowmeld as a cooldown selection in the APL rotation so you can make a priority when Meld is ready and Garrote is not on target, to use them and cast Garrote - or add a Rotation template for Night elves with Meld included.
Describe alternatives you've considered
I don't think there's an "alternative" as long as you are able to sim other races.

Shadowmeld has been added to the APL for Assassination and Subtlety. Combat has an extremely minor improvement that could be obtained by Melding for Ambush during Deep Insight, but given the mechanic of canceling auto-attacks, it's unlikely to actually be useful.
