Feature Request Operator | Hide "Advanced" Tab under Settings in Console for Dedicated cloud customers

Description

Today: Customers can change basically every setting via the spec in the Console. In a Dedicated Cloud installation this must not possible.

Expectation: This tab is not visible to Dedicated Cloud customers.

Make it toggle-able i.e. allow an engineer or an SA to turn on the Advanced tab for Dedicated Cloud customers if needed for debugging, and then turn it off later. By default, the Advanced tab should be turned off for such customers. It should still be default on for customer-managed deployments.
