Question: Which problems does this library solve exactly?

I found this library when searching for a library that can handle address form inputs, depending on the country, and I am not sure whether or not this library can help with this?

Looking through some of the code, it looks like it, but it's still not clear to me how it works exactly.

Could anybody help me clarify here? 😄
