Correct way to add a user during Ubuntu 22.04 build

What is the correct way to

• Remove/not-create the default 'ubuntu' account
• Add a specific user account with hashed password

during a build of Ubuntu 22.04? My feeble attempts so far just break the build with an error during cloud-init processing. I had added a "users:" section at the end of builds/linux/ubuntu/22-04-lts/data/user-data.pkrtpl.hcl. Is there a place in the build process where I should just run a script to add & remove users?
