Publish release artifacts to OCI registry

We are publishing release artifacts in the GitHub release that we create with automation at this time. Those artifacts will be published in the future, but we should publish the WebAssembly artifacts in an OCI registry as well, so that they are easier to consume.

Certain tooling might be augmented to pull WebAssembly modules from OCI registries and execute them. This provides an easy way for third party users to specify a reference to the registry as they are used to do with container images.
